Jim has worked on public policy and campaigns throughout California for two decades.
Jim builds community support for public programs through policy formulation, project advocacy, and by facilitating dialogue to expand public engagement in developing and implementing a clear path forward.
Jim worked on several local, state, and federal political campaigns. His hands-on experience give him an edge on understanding how to implement a winning strategy.
Jim has experience with environmental solutions in air, water, and energy at each level of government and understands regional priorities. Through his work for several elected officials, Jim contributed to developing energy and environmental policies and programs.
Jim works with local communities to spark conversation around solutions for measurable benefits to the environment and community health. Jim developed policies to immediately lower harmful emissions, improve health in our most vulnerable communities, and make cleaner and more affordable transportation solutions available to all.
Jim coordinates the approval process at the government affairs level for watershed collection and treatment systems. Jim advocates for expanding water conservation, recycling, and reclamation. Jim works to increase and protect our regional storage capacity to capture rainwater, a critical step towards securing our groundwater reliability and sustainability.
For public benefit infrastructure investments, Jim clarifies common values for urgent action. Jim has been part of a communication engagement team for light rail construction projects. The tasks included keeping all stakeholders informed about project progress while overseeing mitigation monitoring.
Jim has been a long-time Board member of environmental organizations where he is preserving green spaces and revitalizing ecosystems. That effort helps to make the environment a priority in elections that has enabled Jim to build close relationships with local elected on environmental policy.
Jim is a graduate of then Dispute Resolution Program of the Los Angeles City Attorney’s Office, the LAPD Leadership Program Leadership Los Angeles program with the Los Angeles Area Chamber of Commerce. Jim has been California Democratic Party State Central Committee Delegate, a delegate to the Democratic National Convention, and served on the Board of the Los Angeles County Young Democrats and his local Democratic Club.
Jim has a M.Sc. in Economic Development from the London School of Economics and a B.A. in Economics from the College of William & Mary.
